Climate Change and Peak Oil present two converging crises that Western economies need to address with growing urgency, and address together. These and other issues need to be understood in a holistic way and not as single issues, as some proposed solutions to global warming and peak oil may have devastating consequences in other arenas. Nuclear power is often proposed as a solution to both -- because it is carbon friendly and it can replace much of the power needs of the industrial economy. But nuclear power is a disastrous direction for humankind, creating further unintended consequences, and keeping us wedded to an industrial growth economy that is fundamentally unsustainable.
The very first municipal task force to wed the issues of global warming and climate change and study their policy implications appears to be Australia's Brisbane City Council. Their report, which came out in March 2007, is outlined here: http://postcarboncities.net/node/2553
